I have been in court and heard people having tickets for 6 miles over the limit...(like 31 in a 25)

A lot of cops don't bother if you're going 5 MPH over the limit, so that would prolly be why.
There's a town somewhere in FL where the cops pull people over just for going like 1 MPH over the limit.
