multi-multi sound broadcast

hello
i was working VB6-VB.NET with my friend (Php developer) on chat Rooms Project
now i need to make idea :
in every room one have mic and other listen to him or mute the sound
and when another one request mic i create array with users that request talking when the one have mic finished he press End then the first one in the array have the mic

i first was use win soc ,but now i use external SDK
bigspeedVoice Chat server client
wich is peer-to-peer SDK with Voice Chat and file sending

but it can't make what i want

another idea i think on it is to make is :
make VB stream voice to web Page

Summry :
i want to make Chat rooms and every room have one talk and other listen

thank you but this program seem not record
is it should appear in right progress level of mic sound ??
because it doesn't move or appear never
also when i open the include web page and click the link that src for pls file it read it as text in browser and don't play winamp (sure i have winamp) and i put the pls file in winamp ,but it just try to connect and stop and connect again ,......etc
but never play any thing ,and program stay say clients connected : 0
