This is a hardware issue, your sound card in affect replaces the internal speaker due to use of IRQs, (forget which one). But don't worry if your app is installed on a PC with out a sound card, the beeps will quite happily reverberate through the internal speaker.
The last language we used prior to vb was Visual dBase, (and people complain about vb). In this language if you developed an app on a PC with a sound card, then installed it on a PC without a sound card, you wouldn't even get the beeps.
Maybe there's an API call or something to activate the internal speaker? If some one knows would be interested, but kind of think there wont be.
This probably doesn't help you, but just some thoughts on the issue.

On my last computer (about 1997) i had windows 95 a sound card and vb4 pro and the beep worked fine, i think it is just windows 98. I'm still adjusting. Thanks for your response!
