Excel 2003
I have reached column "IV" not sure the number of columns but in reading I know the max column is 65536 in Excel 2003. For some reason I can't insert any more and i know I am well below that number. I'm wondering if that number is actual columns or max something else.

No, you are mistaken (or probably it is a typo?). There are 256 Columns ('IV' being the last) and 65536 Rows in Excel 2003.
How are you inserting rows/columns in Excel?
Also could you clarify how is Crystal Reports, Access and Data Report Designer involved in this entire stuff?
A good exercise for the Heart is to bend down and help another up...

Re: Excel 2003
Also it seems like it is not even a question worth asking. You can know yourself by just opening Excel and checking the last row/column.
