How do I intercept calls to dial-up networking? So I can customise things.

For example: I want to replace the standard connection dialog with my own so that I can add checks/present a limited list of connections to choose from/ask for users date of birth/inside leg measurement etc before allowing them to connect.


P.S. I'm a software engineer with 15 years experience, but haven't done that much VB, so please phrase answers appropriatley.
