Make a phone call and have conversation.

I have road runner (time warner) as my telephone service. I'm pretty sure you can't just go making free calls through the internet via custom software or every half-intelligent programmer would be making free phone calls.

I would like to know if there is a way to make an outgoing call (on the same telephone line that your handset uses) and have a vocal conversation with someone on the computers microphone/(headphones/speakers) devices.

Really smart programmers do,
they use skype, msn or whatever...

point is it's free and it works fine so why take the effort?
