Don't do it!
The chances are pretty high that your CPU will indeed 'burst'. And besides, these settings are hardware dependant. Use BIOS or OEM software provided by the CPU manufacturer.

P.S. And you wouldn't be able to create a virus like that, sorry.

Use OEM software.

It should have been supplied with your CPU or motherboard.
If you don't have it you should visit the website of your motherboard manufacturer and look it there. There's no universal software like this. Different chipsets require different software.

You'll burn your CPU even if your motherboard supports such things. And I don't think it's possible with vb.net.

But overclocking should be done through the utilities that come with your hardware, NOBODY IN HIS RIGHT MIND DOES IT THE WAY YOU WANT IT TO DO.
