I always use EasyBCD to manage the boot loader. Very easy to use and it's free. It works on XP and Win 7.
Yes, you can delete a partition in Windows 7 using Disk Management (right click 'Computer' > Manage > Disk Management).
I hope I got the menu names right, 'cause I'm using a Dutch version here.
