You want to have that window in XP, or at least in any theme that does not have Aero effects enabled? I'm not going to say it's impossible, but it will at least be very hard and will probably never look much like the real thing. Why do you want this though? Anyone who is running the Aero theme will see all your windows like that automatically, and anyone who is not might not be running it because they don't like it, so forcing them to use it is not very thoughtful...
