BMP -> JPG/GIF

Could someone please recommend an OCX, free or trial, that provides methods to load an image as one type, say bitmap, and save it as another image type, such as JPEG or GIF. Allowing a compression method specification on the saved image is also required.

Any suggestions are greatly appreciated, please include an URL if possible.
