I've not tried this yet , but will do so once I've got myself some free time. I've heard that it is a software capable of limiting the dl speeds for each computer linked to your router.

And to find out if your router is capable you will need to look here:

In order for this to work though, you might need to ensure that the computers attached to your router have been assigned a static ip address. Then you can set the priority of the traffic from any given IP accordingly.
[edit] Forgot to metion, how very kind of you to allow your neighbour to connect to your router! If s/he is using your bandwidth and hogging it, then you better set things straight to 'em and tell them how out of order they are after you letting them use it. Also as a note of caution, if they do get tracked for doing something illegal [i.e download copyrighted material, etc..], you're the one that will be pointed to as it was registered to you [/edit]
