How can i control user-actions through my vb programs

can anyone tell me how to control user actions/activities through a vb application.???
i have few questions:
1)how can i kept my exe on toolbar as system is on ..like system clock??????
2)how can i keep record if user opens one docuement..rename it..how can i keep track of this??

Please help me in this..give any usefull link for ref???
