figured it out, used my friend google.com

BrowserLauncher is guaranteed to work on any platform, not just windows. And it doesn't enforce the use of Internet Explorer

my code works, but it opens only on my computer, im running a game online and i want anyone that types IE to open internet on their computer not mine.

If you want to keep your code, you'll have to make them specify the location of Internet Explorer on their computers. perhaps a config file or a parameter

You know you should have mentioned that earlier. In this case you'll need telnet access to their PCs and I think that'd be a first cousin of Mr. Impossible's
