That's not much in terms of a speech.
You should start by thinking of a mildly humorous incident about the guy, one that won't offend, and then working on an introduction to lead to that story.

as for the welcome speech just say what you think is appropriate and don't overdo it so that you wont sound kissing bosses arse.

Actually I think that was aimed at me rather than ILMV. I made a silly post which is now notable by its absence so I'm pretty sure Mendhak pulled it. Sorry to Mendhak and, more importantly, Shakti for not observing the serious tag.
I do have some serious stuff to add though. When giving this sort of speech, what you say is actually a lot less important than how you say it. It's not like you're trying to get technical or important information across so the content is largely irrelevant. What you're trying to do is engage the audience and the way to do that is to speak clearly and confidently. Work out what you want to say in advance and learn it - there's nothing worse than watching someone mumble into their own chest as they read off crib cards. Chin up, chest out, use your hands and move around while you speak.

I'd say that any serious answer to this question would depend entirely upon your relationship with your boss. I've worked for people who would really enjoy a good joke...and even a bad one. I've also worked for people for whom no joke could possibly be good, nor any introduction, either. In the former situation I'd definitely want to make a joke. In the latter situation, I'd opt for the strictest brevity.
