    Question Time Interval of .Wav file

    If mcisendstring is recording at a frequency of 11 khz, does it mean that mcisendstring is recording at every time interval of 1/11 khz ? So when playing back this particular .wav file , the time interval of playback rate is also 1/11 khz ?
