What i want:

A user imports a music file into my program, my program has a label, depending on how loud the song is the label will say: low, medium, high.

Also it may change on frequences etc..

Loud depends on the volume of the player.. Or are you talking about average amplitude across the soundtrack? This is a rather difficult to assess measure, depending on the encoding of the track.

Yes, for example if in a song the singer screams that would effect it.
