A second Forum Jump Box
Do you think to move [Forum Jump] box from the bottom to the top of the page or create a second [Forum Jump] box next to the Welcome box will make life easier?

Maybe, but either way it would be a custom template edit. Even though its just a copy/paste template edit it just adds more pain to any possible future upgrade, if one is ever done, and you could always just use the breadcrumbs as a partial shortcut to some places (depending upon where you are) for now.
