Using IE 4.0 i get the following warning when opening a link that opens a new window in a dialog box style (no menubar/toolbar/statusbar etc):
"Interface not supported"
could it be that IE4 does not support dialog-box style browser window??

You could try reinstalling Internet Explorer (IE 5.5 is available through Windows Update or on many magazine cover CDs/DVDs).
