Rural India is deeply superstitious and the little girl is being hailed as a return of the Hindu goddess of valor, Durga, a fiery deity traditionally depicted with three eyes and many arms.
i'm going to say no.. but if there really is one brain operating 4 eyes, two mouths , two noses and two ears then either that baby is going to have some pretty acute senses, or one pair is simply not going to be used.

India has a large population and mutations like this are bound to occur more frequently than in other places (when classifying by political boundaries). I'm sure this occurs in China too, but the media is tightly control so it's possible that we just don't hear about it. It's possible that one part of the head simply doesn't work, or that her brain is actually able to process the dual-stereo vision.
You know what they say, two heads are better than one.
