That is potentially disastrous. The only reason that the US isn't crushed by its National Debt is because its creditors have never asked for renumeration in currencies other than the US dollar.

If the Euro is taken up by the US, will its National Debt be converted likewise? And will it accept central monetary governance by the organisation in charge of printing the Euro? If so, it might sink faster than a lead balloon.

I think you have us confused with China...
My understanding is that the current government proposal is an opt-in, ISP-level filtering process. It is designed to help parents and schools, not to censor any content from adults. There would be an outrage if the latter was true.

I agree that it is fairly dumb because anyone can get around it using a proxy. At the least, it is slightly better than the previous Howard government solution, which was a client-side application to filter outbound connections. (Duh.)

It probably was. It has gone through so many stages of metamorphosis that I am no longer sure of the actual details. But it is definitely optional.
