I would venture to say that the logistical issues attempting something like this would more than just a little difficult to overcome.

Wow, have you noticed that the subsequent search result pages are in white? It's their way of raising awareness that turning the lights off for one hour isn't going to delay the inevitable in any way at all. What a brilliant move by Google. What will they think of next?
