I think it's to stop things like the "Post Race" from happening so fast that the server can't handle it.

Although I think spam has a better signal-to-noise ratio

I am on a dial up connection, and many times can't afford to stay online enough to view 4-5 threads of my interest and post into them. So I open those threads in new windows, click on the Reply link and once the reply page is loaded, I disconnect. Then I leisurely type in the replies and once I am done, reconnect and then hit Send in every window.

With this restriction it means I have to wait a minute for each thread. And the more the threads I reply to, the more the time taken.

Also it's hard to imagine how one can use the PM to spam. Of course I don't say people wouldn't do it, but it's not happened before, and there is no reason to assume that it will not happen now.

Also when I try to open two or three threads in new windows one after another, I get the Server Busy screen.

With these restrictions removed, the Forums will work much faster. After all not everyone will be generating traffic 24 hrs a day.

I see your point, but there's always time for a first.

I thought this rule only applied to PM? I never noticed any 60 second rule on threads.

I remember seeing it once when I tried the idea I described above. Then I didn't try it. From the office I get ample time to type out the replies and post, but from home it would be half my monthly salary.
