Raster drawing tool...

Can anyone help, I am looking for a raster drawing tool that will allow me to draw line, text, rectangles, balloons, free hand draw etc but with the added ability to be able to select the items drawn and manipulate them after placement e.g. move, resize, change length size etc.

Does anyone know of a third party control that will allow this, I have been looking on the net for sometime and the controls that are able to do this are $600 and upwards due to the fact they have a huge amount of extra tools which I do not require.

What I really want to do is do simular tasks as in Snagit 8 Editor

Thanks for the help, however I wish to keep it in raster format but to be able to draw on the raster image, and also allow the ability to modify the items previous drawn i.e. layered.

It also needs to be a activex, or preferably a .net dll
