    yeah.. i will explain...

Havana lies in the Tropic of Cancer (24.5 degrees north latitude).... The sun migrates virtually between the two tropics (Tropic of Cancer and Capricorn) every year.. the Norhtern most position is at tropic of cancer.. havana lies there.. so it has to be the Summer Solistice..

    Will that do?

Tropic of Cancer is at 23.5 Degrees North.
Havana is not exactly on it...But slightly south.
But still at 12:00 Noon the sun is near the zenith.
the shadows cast will not be at an angle to
    the objects.

Actually solstice can occur at Summer and at winter relative to Northern Hemisphere.

Since havana is in Northern Hemisphere and it's Tropic of cancer and Not the Tropic of Capricorn...Parksie
is wrong...But He was the first one to be closer to the
    answer.

The Wires between the posts sagging due to thermal expansion is a clue that it's summer.

Damn...how parksie missed it completely ?

It's bloody freezing over here and the wires look like they do in the photo, so it was impossible to tell.
