that is not a very good answer and you cannot tell the poster to upgrade to Linux.
0164900390, it has nothing to do with win98, it is the server you run it on. Either it be Apache or PWS. Yes, php will run under PWS but albeit not very well at times.
But linux is not a answer when php runs on any platform just as well.

It is a perfectly reasonable answer. Windows 98 is more a joke than an operating system let alone a server platform.

doesn't matter, you cold have also stated to upgrade to 2000 or xp or Vista for that matter. You cannot tell the user to upgrade to linux if they have a windows box that they need. Not everybody can run linux.
You don't know what there intension's are, he may need it to test platform which is a perfectly good platform for that. they never said to run as a server , then sure, I agree, not a good platform to do that with, but Linux is not the only answer.

If their system can handle Windows 98. it can handle linux: http://damnsmalllinux.org/wiki/index...e_Requirements
As to the original post, on http://www.php.net/downloads.php it says that php works on windows 98, so I would run a couple of scripts for a little while to see how it handles it. Although, I say it'll be pretty ugly....
As for other OS's...
FreeBSD
ReactOS (NT clone http://www.reactos.org/en/index.html)

Enjoy!
My vote is to use ubuntu server, you apt-get everything plus when you install it you can specify for apache/mysql/php to be installed for you.
