I'm not familiar with package manager but this sounds like some of your references are missing. In your project, make a note of all the references you've used, makeing a note of the actual dll's they refer to (it appears at the bottom of the window when you select the reference) and make sure those dlls exist and are registered on the system you're trying to run it on.
