It means that they think that changing web sites to use a predominantly dark colour scheme, rather than predominantly white, will save energy.

This is exactly what I've been looking for in a search engine, an option to see white text on black background. It'd just easier on the eyes.

I don't think this site is an official google site.

However if google can just come out with www.googleb.com that does something similar, that would be great too.
