Thanks for the reply! Nice to meet you! Anyways, sorry that I was unclear. I'll try rephrasing my question in as much detail as I can.

First of all, there are two computers. I'll name these computers Computer #1 and Computer #2. Computer #1 is connected to a modem so Coputer #1 may connect to the internet. Computer #2 is connected to Computer #1 so Computer #2 may connect to the internet. What I'm trying to to is block IP addresses from accessing Computer #2 with the program I will be developing which is on Computer #1. A good example of doing this is if you were to add an IP address in ZoneAlarm to the "Internet" zone and put the "Internet" secuirty bar on high. This will completely block that IP address from a computer. If you have any questions, please feel free to ask. Thank you very much!

It pretty much sounds like you want Computer #1 to act as a Firewall/Internet router, but if I am correct, you still want Computer #1 to be a functional Windows computer. I know that there are many Linux solutions that would fit your needs, but I don't know of any Windows based programs that will handle that, and I am almost positive that would not be an easy to tackle program to write especially by yourself.
