Stopping any other browser while yours is running isn't a good idea. Certain sites must use IE, such as Windows Update. Also it prevents the user from being able to have control over their PC, i'd personally hate to have a program restricting my access to certain programs. The only reason i'd see for having a browser that prevents other browsers is possibly for something like a school, or internet Cafe program, but even then, there would be other methods.
