In order to register dlls using the regsvr32 utility, does need admin rights on the machine running the command?
Don't anthropomorphize computers -- they hate it
Usually as you also usually install the dlls/ocxs to the system32 directory wich has security permissions.

Yes. Because you are accessing parts of the registry that needs admin rights.
