can anyone recommend a good low-cost sound card?

Go to a computer store, buy the cheapest one...
Last time I bought a sound card it was like $15, and it's pretty good quality...

On Board sound cards are not like On Board graphics cards.
If you have onboard graphics cards, you lose out on a lot of visual quality, and that's a very noticable thing.
If you have onboard sound cards, unless you are into recording using microphones and trying to record off the radio using your computer (which if I can remember is illegal), buying a sound card is definately not worth it if you have onboard sound.
If you don't, just buy the cheapest sound card you can get. Really, there is not that much difference unless you've got ultra-ultra-ultra sensitive hearing and notice 0.0001 db change, it's not worth the dent in your wallet.
