Using "What is Transfering"...link below, nothing leaves my PC.
I then used out-of-the-box Laptop with a dial up connection..
Still nothing.
Where may I find the list of ports? ... What port does the printer use?
Maybe I have something blocking the ports on my PC?

LPT1 printer indicates that printer is not on the "network" but directly hookup with a IEEE1284 cable to your PC. Why are you trying to add it like a network printer if it is directly connected.
second thing is in your screenshot \\69.xxx.xxx.xxx is a non-private address which means it is internet routable? That means I can print to your printer i theory. every see totally black page printed hundreds of time from someone on the internet? nuk nuk nuk.
Anyway, my point, first you need to figure out if this connected to your network with a cat5(e) or cat6 cable with a network card. The card is probably called jetdirect or directly built into the printer if it is hp. it could also available through a share.
if it is a connect with a ieee1284 (centronix cable) choose the first option in the wizard. don't print through share if you are directly connected.
ok if it shared and you trying to print from another pc, tell me how your network is setup.
simply listing the ports wouldn't help you figure what is blocked. if there is a firewall in play adding pc to a trusted is what is needed not unblock ports.
If you created a local ip port it will start with IP_xxx.xxx.xxx.xxx. Having a printer be public on your local network does not mean you need to use a public ip address. You can add it as a local printer and then share it to all users on your local network. If you dont want to have the requirement of having that system always turned on for other system to print to it, then you would want to get a print server.

I want every salesman in the world to be able to print to my LPT1.
All ports are being forwarding to this PC, and LPT1 is being shared.
I thought this would be easy, forwarding a public IP to a private IP, shared printer.
I can PcAnyWhere this PC..no problem with ip forwarding
