To begin with you'll need a GPRS board (and a separate GSM account) in the PC and, if the PDA isn't also a phone, some kind of GPRS sleeve (and another GSM account) for the PDA. How great a distance is this connection going to need between the PDA and the PC? What is the connection going to be doing? Data transfer? Remote Treminal emulation?
The most difficult part of developing a program is understanding the problem.
The second most difficult part is deciding how you're going to solve the problem.
Actually writing the program (translating your solution into some computer language) is the easiest part.
