Ballons usually are toltips.
Otherwise you'll have create you own custom shaped forms which takes several API calls.

Let me see what can I do with these tool tips...
anyways any idea how do achieve my first query..
1) When a user logs on to the client PC, a 'silent message(say the IP address)' is sent to the server and a connection is established.
