New Internet Program

I am new to the programing and all that, and i am starting a new program which allows people to download the new divx movies as i said i am new and it will is very time comsuming as I do not have the time. PROGRAM OUTLINES:- So i need a program that people can download of the web for FREE and then install and then connect to a main server which from then on they can do a search for a divx movie and then be able to download the program but the files will be not kept on the main server it will have to be a pier to pier connection !Cause of the legal complications the files cannot be kept on the server! it also has to have a chat option on it and also the chance for people to add there servers if they wish to too. Also a little homepage in the program where the program will call up the HTML webpage so it can be viewed in the program itself.

I am willing to do all the other stuff like pictures and the text writting in the actuall program but i cannot do the the programming for the pier to pier connection and also the chat rooms. I will do all the legal stuff also and the advertising and also the webpage making.

Yeah a bit like that but it will not be like the infamous MYNAPSTER if those of you who don't know mynapster then you are better of not knowing.
