My copy of the filies reside in the "C:\WINDOWS\SYSTEM32" Directory.
There are three files:
COMDLG32.DEP
COMDLG32.DLL
COMDLG32.oca
COMDLG32.OCX
Also did your friend register the Library File:
regsvr32 \windows\system32\COMDLG32.OCX
