Maybe... I'm not sure how specialist an item it is though. Surprising that you don't see them more often considering their many uses.

I'm a little confused on the pulley thing........is that something you pull to make it speak or a pulley as in a wheel and rope arrangement???

If I remember correctly, it was the Voodoo person's house, on Melee Island under the clock. He might be able to sort you out.
