Creating Deployment Package on Xp & 2000

I am currently running Windows Xp here at work. Most of the users of my VB application also run Xp, but a handful are still running 2000.

When I create the EXE and setup package, it works perfectly for the machines running Xp, but in 2000 I get an error while installing the program; something to the effect of "Some system files are out of date".
I assume this issue stems from the fact that I'm running Xp and the end users with 2000 have issues.

Is there a way I can deploy my app on both 2000 & Xp using my XP machine?

I could but I might get my hands slapped...

Here's a hint: Look into the VB universal runtime files... PDW installs the wrong ones.
