2 user controls on a webpage
Let's say you have 2 user ctrls on 1 webpage. userctrl1 and userctrl2. When the page loads I want to activate userctrl1 and make userctrl2 not active. Once the user completes all of the required fields in userctrl1, the code checks out a project in visual sourcesafe and saves it to a directory. Once this is complete, a user selects a button and I want to make userctrl1 not active and activate userctrl2. I have code that reads the directory structure created in userctrl1 into a treeview in userctrl2. How can I fire the event to make userctrl1 not visible and activates or fires the event to make userctrl2 visible?

Create a method in each user control, when the method is called, each element within the user control is rendered as read only.
So when you call the method to deactivate a control, it will be re-rendered as 'deactivated'.
