Grey means they gave you a "positive" rating, but you didnt receive any points as their power is 0 (presumably because they are a new member).
If they have given you a "negative" rating the gem will be red no matter what power they have (but the points will be half the power, so 0 power means no points reduction).

Zero power negative reps are still grey. The colour reflects their effect on your score.
