YEs... and no.... I think by default, there's no easy way to this... but by creating custom forms and distributing them through the Exchange server.... it's possible.... but it wouldn't be the ideal solution for a one-off use....
However, I think if you use BCC instead of To or CC, they don't see each other, which would make it more likely that they will hit Reply instead of Reply All.... also, I think (haven't tried it) that hitting Reply All will still only reply it back to you...
