Allowing different usergroups to change thread title
ive been seearching for ages and found nothing on this
i want it so certain usergroups can edit the post title by clicking the dropdown then Edit Thread
where is the setting that allows certain usergroups to do that?

There's no point, you can just edit the first post and it changes the thread title for you. That's in effect on this board.
To do what you are asking would be effectively giving a certain usergroup moderation permissions. And as far as I know, you cannot allocate just one moderation permission. Although I can check this out for you.
