My smaller brother is having trouble with this assignment, and i cannot really help him out at all with vb as i do not know what to do...
Hes in his first year, and hes very pressured for time at the moment...
I was wondering because there are a lot of skilled people who this can take literally 20-30 minutes... can try this?

This is a little bit beyond a beginning project so I am assuming that your "smaller brother" has completed some of his course. I am also quite sure he has had some examples in previous chapters of his book that discuss all of the things he needs to complete this project.
The instructions seem to be quite clear concerning what is required.
I would suggest that your "smaller brother" start trying to create this project in Visual Basic and then when he encounters a problem he can post his code to the Classic Visual Basic section and most likely one of us will see it and make suggestions or give him some assistance.
I don't really think you are going to find anyone here who will want to create the project for him. I do one-on-one tutoring in beginning Visula Basic 6.0 over the internet, but I don't build the students projects for them. Instead, I work with them to help them understand not only how to do the projects, but also why they are done a certain way and have them understand the basic workings of the Visual Basic programming language.
The only way your "smaller brother" is going to learn enough to be able to pass his course is if he works at it and writes code. That is really the only way to gain sufficient knowledge in VB or any other programming language.
Even if some one did agree to write this project for him, what is he going to do for the next project and for his tests and exams. He is going to be lost and probably either not pass the class or get a very poor grade.
Have him review the material he has already covered and at least make an attempt at writing the code. Then, as suggested above, post a request for some help and guidance in the Classic Visual Basic section and I am sure he will get a lot of responses.
