How to "trap" an ActiveX in I.E

Please show me how to write a DLL that can "trap" an ActiveX like below examples
Example : If we open a page with a Flash animation, the user must be prompted with something like: "Would you like to allow Macromedia Flash ActiveX to run on this page?" (and the IE has to halt while the user makes a selection). If we choose yes, then the Flash will showup, otherwise it shouldn't.

Set IE to prompt for ActiveX.
