Re: Access localhost from the web
Let me make sure I understand what you're saying.
You have web server (IIS or MS Personal Web Server) setup on your pc. You can already access it from your the PC itself? (http:\\localhost)
If so, you simply get your external IP Address. - You can go to whatismyip.com to get that.
Then you simply go there with your browser.
http:\\123.45.67.8 for example. (If 123.45.67.8 is your ip you see when you go to whatismyip.com)
Now, if you're behind a router (say, you have a home network setup) you'll have to configure your router to let you in. It probably won't by default. If you just have one pc connected to the internet via DSL, cable etc... then it should work by simply going to your external IP Address.
Also, your IP is probably a dynamic IP Address - which means it willl change often. So if you get the IP for the computer today, you can't be sure that it will have the same IP tomorrow - or even an hour from now. So if you want to connect to your home PC from your office pc, and you get to the office and go to your IP Address you got from whatismyip.com for your home PC, and you can't get to the PC, it may be that your ISP has changed the IP you're home PC was connected to since you have last checked your IP Address from home. So you won't be able to get there unless you can get someone at your house to log onto your pc and tell you the new IP Address.
Hope that makes sense.

For this part, you can use YahooMessanger/MSN.
Creata a new account and login in your home PC with it. Add your original account in buddy list.
Make a program that 'SendKeys' current IP in a private chat window. (check window caption to make sure it is from yourself). Keep it running in background.
From your office PC login to your original account. PM your new account. The auto-responser program will send you the current ip of home PC.

Re: Access localhost from the web
For Dynamic IP use this: http://www.no-ip.com/
It's free, and it's pretty good.
Subscribe to that web-site, decide on your DNS name.
Then install the program on your home computer (the computer you want to access from internet).
And that's it, from that point on, you can access your computer using your DNS name, like this http://my_user_name.noip.com
Ow, and also, make sure you alow port 80 through the firewall and router.
