Can i use vb to close a winsock connection that was opened already by a different program?

Sorry, it's not possible
This feature was supported till the 32 bit version of Windows i.e Windows 95
Microsoft probally removed this feature to prevent its own socket connections to be lost, jamming the whole operating system.
(I'm not kidding, it use to happen in Windows 3.11)

You could always try killing the process that owns the socket.
That'd close it

Yeah that is true
I was just wondering if there was a way to close an open port without closing the whole program that open the port.
