what is the development licence ??

hi,
can anybody know what is the development licence ??
my company already using some software and it is developed using oracle and vb.
and we are using these oracle tables in creating crystal reports.
but now i want to create some tables and sp in oracle database.
we ask them for the permission to create tables then they
are saying like you want development licence.
what is this development licence??
any suggestions?

Do you mean a developer license? For Developer, their programming architecture?

Developer licenses are typically specific to controls used within the development environment.

I fail to see why you need a development license to create tables within your own database.
