Userbar Maker

Hey everyone,

I don't know if you guys will be able to help me because I can't offer any money or anything, just mabye some PHP/MySQL coding for you or something.

Anyway,

I want to make a program where people can put in the location of an image, either a URL or off their local machine, type some text in, put in 2 hexadecimal colours (For the gradient background) in and can tick a box as to if they want a 1px border on the userbar and it creates the Userbar.

For anyone who doesn't know, this is a userbar



And this is the site of mine which this peice of software will be put.

I need the text that is put in to be in a certain font with certain characteristics, e.g. Font Name: Visitor TT2 (BRK), Font Size: 13px, Font Colour: White, No Anti-Aliasing, 1px black border on text. and At the end I want the userbar to be shown and a button you can press which saves it into a certain place.

Now, I did used to know a little VB but I totally forgot it all. And I don't even know if this is possible,
