It makes sense but a new law in California requires you to have your headlights on if you have your windshield wipers on.

Headlights/wipers law is being arround here for ages - it's getting much darker when it raines so that actually makes sense but snowballs ... Common ...
I cann't find link but mayor of another town here in the Sates order people not to die until they find new cemetery (it was in the news some time ago).
Unbelievable stuff.

New law here in Missouri as well as of this year. Illinois has had it for quite a while. Seems like it's necessary to mandate common sense now.
I did have a run in with the law at one time regarding our liberal use of snowballs against city busses. Wasn't a problem until the year snowballs turned to ice balls.

We had fun as kids, tossing snowballs at cars driving by, when we were standing in the dirveway between two buildings. That is, until one guy slammed on the brakes, jumped out of his car, and chased us for 2 blocks! Luckily we ran over the tracks and ducked into my parents garage. That was the end of our snowball throwing days. We never tried to hit anything other than the car door.
People thought that they hit something. It was amusing for a while.

We've had GOLFBALL sized hail, that dented cars. That's not fun to be out in.

I think the worse hail storm we've had was in 1999, heaps of homes where hit and it caused heaps of problems.

I can understand if a snowball causes damage (such as the windscreen of a car) but if they are just having harmless fun there's no problem with that.
