Could the forum not allow someone to post new threads if the person has a number of outstanding thread active (the number can be determined at some time). This would help keep the bad thread users at least at bay. If one doesn't care about marking their threads resolved only comes here to get answers and probably isn't helpful or thoughtful.
That would probably wake them up at least a little.

First, Let's not refer to anyone as rift raft.
Having said that, no. This change would require a coding change at a level that we won't do to this forum software.
I personally don't have an issue with people coming here to just get answers. While it would be nice to hope they would be helpful, this simply isn't always the case.
Additionally, there are often times when people come to a forum for months or years just to get answers -- because they are learning. They are not at the time qualified to give answers. BUT later they might come back when they do know things and actually start providing answers. Or they simply might not. Even so, someone may learn from their questions answers.
There a number of experts on the forums I oversee that only asked questions for a long time. Then one day, they started answering them. I wouldn't want to have chased them away early on because we would have lost some people that became great experts.

No, you missed the point. It ok just to get answer but to just leave you thread unresolved and then just come back to get another answer is not helpful. Being that they may not be able to help in the answer department why not help in the clutter department (something that they can do). I like to answer question but really hate going through post that were already answered. Kind of a waste of time...
I would like to see all threads that have been resolved, marked as such. I agree that it can be a pain to read through all of the posts in a thread only to discover that it has been answered.
However, this is not something that should be mandated or legislated. I think many people do a reasonable job at letting the rest know if something has been satisfactorily answered or not, and "many" is about as much as you can reasonably expect and/or ask for in a world wide forum like this one.
I've seen many people suggest that an OP close their threads - that usually helps the new folks to get in-line with the rules.
Lately I've had so many .Net issues (just started a month ago!) - that I've probably left a handful of threads open that are resolved - I'll have to slap myself and get in-line!
Sometimes I read threads that are resolved and add my two-cents anyway - big mouth NY'er - what can I say...
But it's all good - isn't it?

Since the coding aspect of it really isn't feasible, how about this.
Instead of checking their open thread count each time you try and make a new one, how about force-subscribing them to threads that they have started. That way, if it gets lost or falls of the page, they still can see it and might follow it more closely.
I wouldn't mind being automatically subscribed to threads I start...
My original solution was basically a variation. Force subscribing only to the ones you start.
So on another revision, change "Do not subscribe" to a "default subscribe" that adds any threads you start, but not the ones you reply to? Just a thought, I've never worked with vBulletin before. I don't know how intricate of a change all of this is.

Me too if I think another take, or different slant, may help others. Ain't nuthin' wrong wid dat!
Also, in my sections, if something is resolved and the posting member didn't "resolve" it, I will edit the thread and add the resoultion verbage myself with the appropriate edits indicating that I've done so. I actually do agree with randem that viewing a resolving thread can be an annoying waste of time, but I also feel that it is just something we all have to suck up and deal with.
